I have suggested a few amendments--with the idea of

watering down the draft somewhat. Generally, all

special legislation of this kind is probably inadvisable;

but Hong Kong is, for a variety of reasons, in a quite

special position; and there is I think ample

justification for taking,there, any measures of this

precautionary or restrictive character which

may on consideration of the local circumstances be

deemed advisable.
